Julie Witmer

Ph.D.

I work with organizations navigating complex systems change, helping them ask hard questions about whether, how, and for whom change is actually happening. For more than two decades, I’ve partnered with federal departments, national nonprofits, and First Nations, Inuit, and Métis organizations across Canada to strengthen strategy, clarify purpose, and learn from practice.

My work focuses on developmental, culture- and context-aware evaluation and organizational learning—particularly where outcomes are emergent, systems are dynamic, and learning matters as much as accountability. I’m known for creating thoughtful learning spaces that support reflection, sensemaking, and honest engagement with complexity.

I have been working in the field of evaluation for over 20 years and am a Senior Associate of BBMD Consulting and the Hunter-Courchene Group. I have served on the Canadian Evaluation Society - National Capital Chapter Board of Directors and am a member of the Canadian, American and South African Evaluation Societies.
